吉隆坡24日讯）华总会长丹斯里吴添泉对首相拿督斯里安华在提呈财案时，针对继续出现的赤字和国债高企状况所作出的“坦承声明”表示激赏，并希望新政府继续秉承高透明度治国和理财，引领企业商家和全民“抗通胀、振经济、迎复苏”。 他说，今年持续面对第25年的财案赤字，意味着独立建国超过一甲子以来，我国已经经历了超过三份之一的赤字预算案，再加上财案总拨款屡创新高和国债庞大，政府应采取更大的政治决心，励精图治，迈向收支平衡以至盈余财案宏愿！ 吴添泉今午发表文告对首相兼财长拿督斯里安华在国会提呈以“发展昌明大马”为主题的国家今年度财案时强调“以实事求是的汇报国家财务状况，而不是试图用惊人的数字来蒙蔽人心”的声明，表示欢迎和支持，并形容它显示出了首相主政后所秉承的坦诚勇气和透明度。 无论如何，吴添泉对首相表明，在政府的财政整顿措施下，赤字预计能减至5%，并需要持续强稳的济增长下放眼在2025年下降至3.2%，以及今年预期可取得4.5%经济成长的声明，表示欢迎和期待。 首相今天在国会说，政府继承了过高的债务负担，国债将达1兆2000亿或占国内生产总值的60%，如果计算债务和负债，大马的国债达到 1兆5000亿令吉或占国内生产总值的 81%。数据显示，我国是在1998年起出现赤字预算案，已经历长达25年，从2012年到2021年，国家债务达9580亿，在过去10年已翻了一倍。 另方面，吴添泉也对总开销高达3881亿令吉的史上数额最庞大财案中，庞大的行政开销（2891亿，占74.88%）以及990亿的发展开销（另20亿为应急储备）的继续失衡表示关注，并希望政府更节约和精明理财。 他说，在通胀率不容乐观情况下，政府目前不重启动消费税是明智之举，可避免在此非常时期，加重人民生活成本。 他说，微型与中小企业（MSME）首15万应课税收入税率从17%减至15%，以及中等收入群体个人所得税降2%的宣布，符合华总之前提出的建议。 “政府继续为微型和中小企业提供整体融资额度高达400亿的各项贷款和融资设施便利，将扶助业者持续创业和开拓，并希望能够放宽条件，持续低息或免息的融资予申请者。” 他说，教育部继续成为获得最多拨款的两个部门，希望能够更均衡的发展全民教育，包括华教育领域在内，例如增建华小，搬迁、维修和师资等，同时也希望华中继续获得更大的关注。 他也希望政府或财政部，能够继续为国内所有独中带来常年拨款，协助这些民办教育机构的发展。 “我们也欢迎政府宣布将拨款5000万供维护和维修国内非伊斯兰教宗教场所的用途，希望在必要收胥视实际需求而再调整或增加。” 他也对华人新村这次获得1亿400万令吉的各领域拨款表示欢迎。 他也支持政府推出的一系列生活津贴和福利惠民政策，包括少予1万名令吉的公积金会员500令吉、最高20%高等教育基金还贷优惠、医疗花费在个人税务减免从8000令吉提高至1万令吉、学生免费营养食物、爱心青年电子现金、公共交通月票、托儿津贴和生活补贴等等。 吴添泉说，这项重新提呈的财案，整体上可说是政府相当全面性照顾中低阶层人民，迎合普罗大众的预算案。 他也希望政府能够加强执行力，采取更严谨的理财和撙节措施，在继续依赖私人领域刺激内需，在审时度势中有效调控策略来达到国家在疫情后的全面复苏目标。-pr/BNN
