（吉隆坡2日讯）针对昨天开始实施的公共交通和拥挤公共场所强制戴口罩防疫措施引起的混淆，华总会长丹斯里吴添泉今天呼吁政府各部门机构尽速协调，采取一致的步伐，统一执法行动，以避免人民无所适从。
他说，目前所引起的3大疑问分别是：“拥挤公共场所”的定义和范围；对违例者是先劝告后罚款还是直接罚款；以及戴口罩的标准作业程序（SOP）。
他说，由于政策上出现不统一现象，也导致执法上同样出现不同标准，引来人民混淆和争议。
他说，在执法出现不同的标准方面，之前国防高级部长拿督斯里依斯迈沙比利表示“交由警方决定是否对违例者劝告或是罚款”；较后全国总警长丹斯里阿都哈密表示“警方将针对情况酌情执法，初期将给予劝告或警告，若民众屡劝不听则将开罚单对付违例者：“但从第一天展开的执法行动看来，许多地区民众都接获警方直接开出的罚单，而不是先给予劝告。”
吴添泉今天发表文告评论这项昨天开始的新措施时，呼吁政府各部门机构关注此事，尽速协调和统一规范，包括执法行动在内。
他说，华总接获一些州属会和外界的回馈显示，大体上，人民都响应这项防疫措施，尤其是在公共交通和巴士总部必须强制戴口罩方面，可说是全面支持。
他说，至于“拥挤公共场所”方面，一般群众了解是在广场、商场、戏院、巴刹、旅游区和巴士站等，但迄今并没有被国家安全理事会列入的地区，如公园、小贩中心、运动场所、公路休息站和沙滩等，则持有不同的看法和混淆，这些公共场所是否被列为“拥挤”范围？什么情况下才算拥挤？
他说，有关拥挤公共场所方面已经出现了许多模糊地带，当局有必要进一步厘情和圈定有关的范围，避免引来执法上的混淆和人民争议。
他也希望当局厘清戴口罩的一些标准作业程序，避免再发生之前出现的“堂食前须戴口罩，进食时才脱”；是否可以“掀开口罩边走边吃零食”；运动时是否必须戴口罩等争议。-pr/BNN
