（吉隆坡23日讯）华总会长丹斯里吴添泉建议政府在行管令期间，逐步开放更多机会让供应厂商和物流两大领域复工，确保消费市场获得充足供应，并稳定物价。
他说，由于面对产品和运输上的脱节，物流链延迟，国内一些地区市场上面对供应厂商所生产的产品或物资，无法及时供应到位，导致行管令近期出现物价微涨问题，值得政府关注和改善。
他说，一些领域的工厂由于不在政府批准复工的范围，导致全面停产，原料堆积无法开工，或是之前已经完全加工的制成品也同样被规定无法推出市场销售，除了导致市场缺货之外，也为厂商带来停摆困境。
他说，上述现象，也导致国内一些地区的日常生活必需品包括蔬菜和海鲜等供应，因运输物流链无法及时到位配合而出现供应延迟或中断，并进一步导致有关地区的巴刹市场等供源面对问题，而必须缩短营业时间或甚至休业。
他今天发表文告说，根据华总所接获来自各州华堂属会以及一些行业领域的业者资料显示，由于上述物流脱节现象，导致近期国内一些地区的物价出现不稳定，甚至有稍为上涨的现象，希望能够获得政府关注。
“政府已经保证，在行管令期间国内的食品供应充足，而供应厂商也作出了同样的努力，只要能够加强物流领域的配合，国内一些地区近期出现的食品供应链或价格不稳定问题将能够获得有效解决。”
他说，华总将把这些收集来的最新看法和心声，向政府提出以下建议：
1：逐步开放供应厂商与物流领域，让业者在遵守标准作业程序下复工，让人民生活上的供需恢复正常。
2：暂时取消进口銷售和服務稅(SST)至少到今年杪为止，协助厂商在进口原料的现金流方面获得抒缓。
3：没有面对太多人潮的政府部门机构应该复工提供服务，尤其是财政部属下涉及印花税和产业盈利税等领域，这些复工领域同样可以根据标准作业程序和保持社交距离情况下，为人民和业者提供服务。-pr/BNN

（吉隆坡22日讯）华总会长丹斯里吴添泉认为，国际原油价格大跌肯定影响国家经济收入，除了计划中原有的240亿令吉股息之外，政府今年如果要像去年般继续向国油取得额外一次性高额（300亿令吉）的“特别股息”供抒缓财务支出，恐有一定难度。
他认为，原油收入遭重挫，不论是对国家财政预算案，或是目前实施的经济振兴配套都会带来影响，政府有必要重新深入评估整个连锁性反应和局势，更谨慎理财。
他说，国油在去年向政府派息高达540亿令吉，其中300亿令吉是给予政府的一次性“特别股息”，协助政府应付财务开支，包括退还消费税和所得税纳税人和企业等用途，协助政府抒缓财务窘境。
“今年的情况比去年更严峻，由于爆发了冠病疫情并延续迄今，百业停摆，政府前后推出了3次经济振兴配套，为人民和企业提供各类援助，无形中财务形势将更吃紧，各项报告也显示国家经济今年将面对负成长，从另一个视角来看，也意味着政府在今年更加需要国油的‘特别股息’来应急。”
吴添泉今天发表文告说，由于国家经济面对冠病疫情带来的严峻打击，政府已经先后宣布了3个总额2600亿令吉的，或相等于占了国家生产总值18%的经济振兴配套，政府直接注入的资金也从250亿令吉增至350亿令吉，各种迹象显示，政府需要注入更多资金来落实经济配套政策，以推动国家经济成长。
他说，政府之前表示将通过官联企业配合，挹注资金以应付冠病疫情和提振经济，惟有关国企仍有待鉴定，但从多年来的各迹象显示，国油肯定将是其中一个被寻求资助的“重要伙伴”。
他说，国油总裁兼首席执行员丹斯里旺祖基菲利今年2月间在业绩汇报会上曾经指出，尽管面对收入重挫，国油今年预料仍会向政府派发计划中的240亿股息，但却无意像去年般派发特别股息。此外，国油也在另一项声明中表示，基于公司资金需求和需偿债，可能在疫情危机期，无法向政府派发特别股息。
“无论如何，并不排除经过协商后，政府在今年最终仍然可以取得国油另一个‘一次性特别股息’，但对国油来说，是有一定的难度。”
他说，尽管多年来政府致力把国家税收来源多元化，并有意逐年降低对原油收入的依赖，但近年来原油仍然占国家总收入约20%或以上，显示出该领域仍然是国家外汇或总收入的最重要支柱之一。
他说，为了响应世界油盟通过减产来稳定价格的协议，身为油产国之一的我国也同意和遵照，准备下月开始每天减产13万6000桶原油，希望能够取得一些持盘和稳定作用。-pr/BNN
