KOTA KINABALU: A total ceiling of RM12.02 billion has been approved for Sabah under the 13th Malaysia Plan (13MP) to fund 1,173 programmes and projects – the largest development allocation in the state’s history.
Chief Datuk Seri Panglima Haji Hajiji Haji Noor, however, reminded that it is not simply about spending but about delivery, impact and ensuring that development reaches communities across Sabah.
“The construction sector will play a central role in this transformation. Across Sabah, we are seeing strong momentum in infrastructure development, from roads and healthcare facilities to utilities and digital connectivity,” he said.
“The Pan Borneo Highway, in particular, captures this momentum. It represents far more than connectivity as it unlocks economic opportunities and improves access across the state.
“Our urban centres – Kota Kinabalu, Sandakan, and Tawau are evolving into modern, dynamic hubs that reflect the new Sabah we are building,” he said at the opening ceremony of the International Construction Week (ICW) Borneo and BuildXpo at the Sheraton Kota Kinabalu here today.
His speech was delivered by Deputy Chief Minister II/Minister of Finance, Datuk Seri Panglima Masidi Manjun.
Based on past implementation challenges, the Chief Minister said it was clear that the priority for moving forward is to speed up delivery, improve coordination, and deliver projects with lasting value.
He said that over the next five years, the focus would centre on strategies, namely strengthening connectivity through transport networks, logistics systems, and port development to drive trade and economic expansion, as well as ensuring sustainable and resilient growth so that today’s progress does not compromise tomorrow’s opportunities.
The other strategies are expanding access to affordable housing – translating development into tangible improvements in the lives of all Sabahans and raising industry standards through better governance, stronger capabilities, and greater accountability, he said.
In this respect, Hajiji said the ICW Borneo is an important platform that brings together ideas, expertise and partnerships that translate into real outcomes.
“It allows Sabah to engage directly with industry leaders, investors, and professionals who can be partners in our growth journey.
“To those present today, Sabah welcomes your partnership. We seek partners who build with purpose, deliver with integrity, and are committed to quality. The opportunities are substantial, in infrastructure, urban development, and sustainable growth,” he said.
Hajiji also reaffirmed that Sabah is open for business, ready for investment, and committed to progress.-pr/BNN
