（本报讯）成州内首个推行蓝海策略的亚庇市政厅，将透过五大元素进一步提高其对内与对外的工作效率。
昨日在此间为该蓝海策略课程主持开幕仪式的首相署助理部长拿督杨爱华表示，这不仅是符合了首相借由提倡蓝海政策来提高国家成效关键领域，对亚庇市政厅而言更是及时的。
他指出，这种做法可沿用于市政厅旗下各个部门，使之前必须耗费大量人力物力作业的情况得以改善，减少各方面如经费的输出。
他补充说，如公眾人士在提呈发展图册或执照申请时，能缩短审批时间，这也是蓝海策略的一部分。
他举例，就好比由首相设计的城市转型中心（UTC），便是以这种方式作业，一片申请护照需耗费长时间，现在仅需要数个小时就能申请护照。
他说：「最重要的，是让各个政府部门在最少的人力与最低的物力作业下，获得最高的效率。」
另外，来自沙巴Intan Campus的高级培训协调员韩费里瑞敏表示，政府部门推行的蓝海策略主要分为五大元素，首三个是低成本、高冲击和快速，接著是两个辅助元素，即必须长期稳定和互相协调。
他指出，这都是针对政府部门与机构所制定的元素，使部门的运作无论是对内或对外，都获得最高的成效。
